This project dives into the phenomena Niagara is experiencing regarding employer-identified labour shortages – which occur frequently in our conversations with local employers, stakeholders, community groups, etc. – alongside local levels of unemployment that are greater than those seen prior to the pandemic, and within the context of a tight labour market.

It’s unclear whether this phenomenon is due to skills mismatches, shifts to remote working, changes in workforce and employer expectations in the workplace, employment uncertainties due to the pandemic (e.g., both barriers to and in employment), or some other reason. This project proses to investigate contributing factors to the phenomenon we have heard consistently over the past year.
